1> Goto Start Menu at the Task Bar.
2> Click on RUN.
3> Type REGEDIT.
4> Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
5> Modify the key legal notice caption with what you want to name the window.
6> Modify the key legal notice text with what you want the window to say.
7> Restart the Computer
